In an effort to preserve three houses on Manning Street in Flint while making way for a much needed parking lot for the Flint Institute of Music, the Flint Cultural Center Corporation (FCCC) has announced that it will be giving three houses away at no cost to interested applicants who meet certain qualifications and who are willing to move the house(s) at their expense to a new location within, or outside Genesee County by July 15, 2008. A fourth house will be demolished due to structural problems.

The Historical District Commission approved the FCCC’s proposal to demolish the houses in November 2007. In the application for demolition, the FCCC indicated that its intention was to find a way to preserve the houses, and that it would pursue a process for enabling community members interested in the houses to move and take possession of them. “We have put in place a process that will enable these houses to be moved and preserved, if there is a community will to do so. Individuals who can show the ability to move one or more of the houses and bring them up to code will be considered. To help offset the costs of the move, anonymous donors have provided $15,000 toward the cost of moving each house,” explained FCCC President & CEO, Cindy Ornstein.

Interested applicants are encouraged to apply to be considered for the relocation project by April 8, 2008. Information on how to apply and what criteria will be considered and can be found at: www.fcccorp.org/manningstreethouses.

Selected applicants will be announced on April 10, 2008. Two open houses will be held for interested applicants to view the houses on Saturday, March 15 from 11:00am to 1:00pm and on Tuesday, March 18 from 5:00pm to 6:30pm. All applicants will have an equal chance of being selected within their preference category once they have met the basic eligibility. The FCCC will give preference for the following situations:

Preference 1 – The first preference will be given to applicants willing, as individuals or as a consortium, to move all three houses to a location within the City of Flint where they will be placed together. If no qualified applicant is interested in all three houses, an applicant desiring two houses will receive preference over those wanting one house.

Preference 2 – The second preference will be given to applicant(s) who will move one house to a site located within the City of Flint.

Preference 3 – The third preference will be for applicant(s) who will move the house(s) within Genesee County, but outside the City of Flint.

Preference 4 – The last preference will be for applicant(s) who will move the house(s) outside Genesee County.

In the event that the selected applicant(s) backs out of the agreement, a waiting list of all qualifying applicants will be established in the order of the preference outlined above.

Over the last several years, the Flint Cultural Center Corporation (FCCC) was given five houses along Manning Street.  These houses were built in the early 1900s by Mr. J. Dallas Dort. The houses were originally adjacent to his estate, now the location of the Flint Institute of Music, and were initially rented to people who were associated with the Durant-Dort Carriage Company.

After the houses are relocated, the Flint Institute of Music will build a much needed parking lot adjacent to its building. In 2005, the FIM expanded its studios and classrooms with a 26,000 sq. ft. addition, increasing its capacity by at least 1,000 students. With the growth in the size of the FIM student body, parking has become a challenge for students and families. The new parking lot will provide a direct line of sight to the building and will improve access (particularly for seniors and parents with very young children), drop-offs and pick-ups, and reduce congestion.
